- 1 ½ lbs white fish fillets (cod, halibut, or tilapia), cut into chunks
- 4 cups seafood or chicken broth
- 1 cup water
- 3 cloves garlic, minced
- 1 small onion, finely chopped
- 1 small carrot, diced
- 1 celery stalk, diced
- ½ teaspoon red pepper flakes
- 1 teaspoon paprika
- ½ teaspoon turmeric
- Juice of 1 large lemon (about 3 tablespoons)
- Zest of 1 lemon
- 2 tablespoons olive oil
- 2 tablespoons fresh parsley, chopped
- Salt and black pepper to taste
- Optional: 2 tablespoons heavy cream
